Idaho Code 54-1803
(1)  "Practice of medicine" means:

(a)  The investigation, diagnosis, treatment, correction, or prevention of or prescription for any human disease, ailment, injury, infirmity, deformity or other condition, physical or mental, by any means or instrumentality that involves the application of principles or techniques of medical science; or

(b)  Offering, undertaking, or holding oneself out as able to do any of the acts described in paragraph (a) of this subsection.

IC 54-1804(3)
...it shall constitute a felony for any person to practice medicine in this state without a license and upon conviction thereof shall be imprisoned in the state prison for a period not to exceed five (5) years, or shall be fined no more than ten thousand dollars ($10,000), or shall be punished by both such fine and imprisonment.

Do you remember way back when your medical care was considered a private conversation between you and your doctor? Do you remember when the democrats used to scream about how politicians have no right to tell a person what to do with their body? What changed?

What changed is the whole-hearted plunge many have taken into buying the lie that Americans who love their neighbors will surrender their rights to faceless government agents (no "mask pun" intended) in the name of health care. 

There are many laws on the books that prohibit the behavior being exercised by governors, mayors, county commissioners, health board, and   business owners. I've listed one such law above which makes it a felony for anyone to set themselves out as a medical professional in telling me what I must do to prevent disease.

Another such law is the IDAPA rules requiring what actual orders of isolation and orders of quarantine are. In Idaho, we have heard these terms thrown around loosely to indicate that whenever a politician tells you to stay home or to wear a mask as part of a quarantine or isolation technique, that the masses must follow. 

Nevermind the actual individual language required in each of these. IDAPA rules are created to help define loosely based legislation (like the codes being thrown around by attorneys right now about public health issues.) These IDAPA rules are reviewed by your representatives to give the people a chance to have a say in how they are going to be carried out. Here is what the people of Idaho decided about public health threats:

Idaho Admin. Code r. 16.02.10.065

08.Order for Isolation. The Division of Public Health Administrator or Health District Director may issue and withdraw an order for isolation if they determine that it is necessary to protect the public from a significant risk of the spread of infectious or communicable diseases or from contamination from chemical or biological agents. Orders for isolation must be executed as described in Subsections 065.08.a. and 065.08.b. of this rule. (3-20-20) 

a. The order for isolation must be executed as follows: (4-2-08) 

i. One (1) copy to the individual being isolated; (4-2-08)

ii. One (1) copy to the attending licensed physician; (4-2-08)

iii. One (1) copy to the prosecuting attorney of the county or city in which the person resides; and (4-2-08)

iv. One (1) copy to be filed in the office of the issuing officer along with an affidavit of service signed by the person who served the order. (4-2-08)
 

09.Order for Quarantine. The Division of Public Health Administrator or Health District Director is empowered whenever a case of any communicable disease occurs in any household or other place within their jurisdiction and in their opinion it is necessary that persons residing within must be kept from contact with the public, to declare the house, building, apartment, or room a place of quarantine and to require that no persons will leave or enter during the period of quarantine except with specific permission of the issuing officer. Orders for quarantine must be executed as described in Subsections 065.09.a. and 065.09.b. of this rule. (3-20-20) 

a. The order for quarantine must be executed as follows: (4-2-08) 

i. One (1) copy to any individual being quarantined; (4-2-08)

ii. One (1) copy to the attending licensed physician; (4-2-08)

iii. One (1) copy to the prosecuting attorney of the county or city in which the quarantine occurs; (4-2-08)

iv. One (1) copy to be filed in the office of the issuing officer along with an affidavit of service signed by the person who served the order; and (4-2-08)

v. One (1) copy to the person in charge or owner of the place of quarantine. (4-2-08)
